It is both an academic discipline and a field of practice. In simple terms, it involves everything that government does to organize and manage public affairs. It includes: Planning Organizing Directing Coordinating Controlling government operations Public Administration is responsible for carrying out laws and delivering public services, such as education, healthcare, infrastructure, and security. Key Definitions: Woodrow Wilson (father of Public Administration): “It is the detailed and systematic execution of public law.” L.D. White : “Public administration consists of all those operations having for their purpose the fulfillment or enforcement of public policy.” Scope of Public Administration The scope of public administration is broad and includes various activities that support governance and public service. It can be understood in two main ways: 1. Narrow/Managerial View: Focuses on the executive branch of government. Concerned with the efficient organization and implementation of government policies.
